摘要： 首先介绍TD-SCDMA系统中切换的基本概念。在当前交通工具多样化、无线通信环境复杂化的背景下，引出分层小区结构(HCS)的概念。在此基础上介绍TD-SCDMA基于UE移动速度的切换算法及其流程。最后给出切换成功后的防乒乓机制及切换失败的惩罚机制。

Abstract: This paper firstly introduces the basic concept of handover in TD-SCDMA system. At the present time, under such circumstances the transportation is diversified and wireless environment is complex, it leads out the basic concept of hierarchical cell structure. On the basis of the HCS, the paper introduces a algorithm of the inter cell handover based on movement speed of UE in TD-SCDMA and the flow of it, in the end, it gives the mechanism to avoid pingpong handover after handover success and the mechanism to punish handover failure.
