 Design and Implementation of Housing Levy and Compensation #br# Information System on State-owned Land

摘要:  随着社会经济快速发展和城市有机更新工作的快速推进,房屋征收与补偿成为了当前城市发展进程中的重要一环。在此背景下,本文根据《国有土地上房屋征收与补偿条例》等相关法律规定,阐述国有土地上房屋征收与补偿信息系统主要设计思想和功能模块。该系统涉及征收与补偿工作法律规定的全部业务流程,并以“嘉兴市区国有土地上房屋征收与补偿信息系统”为例进行详细阐述,通过系统的实际运用,表明系统设计思想科学,能极大提高征收与补偿工作的效率,使房屋征收与补偿工作真正实现“公正、公平、公开”的工作方针,推动了“阳光征收、标准统一、电子签约”的房屋征收与补偿工作新模式。

Abstract:  Along with rapid socioeconomic development and expeditious organic renewal of the cities in China nowadays, expropriation and compensation for houses has become a key link in the urbanization process. In such a context, in compliance with the Regulations on the Expropriation of Houses on State-owned Land and Compensation, this paper sets forth the major designing conceptions and functional modules of the information system for the expropriation and compensation. It involves systematically the entire procedures in connection with such expropriation and compensation as specified in relevant regulations and laws. Also, a detailed study is conducted with the case of “Jiaxing City Information System for Expropriation of Houses on State-owned Land and Compensation”. Through practical application of the system, it is shown that the designed conception of the system remains scientific, improves efficiency of expropriation and compensation, thus allows “fairness, equality and openness”, and vigorously promotes the work model of “overt expropriation, universal standardization, online agreement signing”.
