Abstract: Public meteorological benefit assessment is an important means which implements China meteorological service development strategy and promotes meteorological business technology system reform and improves the government and the society from all walks of life to the development of meteorological service. After the discussion of SaaS concept and functions of public meteorological benefit assessment platform, on the basis of comparison in SaaS model and the traditional model, this paper analyzes the advantage of SaaS-based software service model in public meteorological benefit assessment, then proposes the solutions of public meteorological benefit assessment based on the software service model of SaaS, lastly builds the logic system structure based on the software service model of SaaS.
