Abstract: This paper analyzes the character of SaaS model briefly in the first. Furthermore, a public service platform based on SaaS model, including operation management module and service management module and etc， is put forward. Then the paper discusses the function and the process of the platform, and the preliminary design that used to implement the platform. After thinking about metadata, multitenant data model and security model, a kind of solution to primary implement a SaaS service platform is given.
