摘要： 设计实现了一个基于OOXML的水利软件系统需求开发工具，该工具从高层上抽象了水利软件系统的需求分析，从背景、任务、实体、实体任务关联、实体行动等多个维度对软件需求进行分析，所生成的需求分析文档是完全结构化的，实现了需求分析的工程化和规范化。

Abstract: This paper produces an integrated framework for river software requirements engineering based on OOXML. The tool abstracts river software on top level, and describes it from background, task, entity, relationship between task and entity, entity action. The document is structured, and makes the process engineered and standardized.
